FCC is an organization for adoptive parents, "Families with Children from China". There are chapters all over the US. On one of my informative email groups, this letter is being circulated. It is very touching, disturbing, and makes me feel helpless regarding all the dynamics in adoption. This does not seem to apply to us at this time. It is touching because the bio parents just want the children to know they were NOT abandoned. This would give most children a wonderful peace of mind, as the question is often asked, "Why would my parents leave me?".

"Dear FCC Parents,

We are writing to you today with some difficult information. Haili Cao, a
reporter with Caixin, an independent online magazine in China, contacted the
Families with Children from China-New England Board to let us know about an
investigative series that Caixin recently published. Their research revealed
the illegal practices of family planning officials in Hunan who are alleged to
have seized children from birth parents and profited personally when they
turned these children over to an orphanage between 2002 and 2005. Caixin
reports that U.S. families adopted six children from the Shaoyang orphanage in
the years between 2002 and 2005 who were removed in this way from their birth
families.

Reporter Haili Cao reached out to FCC-NE in order to let us know that the
birth parents of these six children hope to have an opportunity to send a
message to these children and their American families. Here, in Haili’s
words, is her reason for writing to us — and our reason for passing her
words along:
“I wonder if you could do us a favor. We are trying to get in touch with
parents who adopted those children our story mentioned. Do you think you can
send the message out in the community? We want to help those birth parents,
who would like to get in touch with their kids and tell them that they didn't
abandon them. They have no intention to have their kids back.”

If a family whose child was adopted from Shaoyang orphanage during these years
wants to find out more information - including checking to see if their child
is among those on Haili’s list - then contact should be made directly with
Haili Cao. (She is fluent in English.)

Her e-mail address is: hailicao@gmail.com

For Shaoyang families who might be deciding whether to seek out this
information as well as for parents who are interested in acquiring information
about how to talk with your child about these issues. FCC-NE is providing
